What Is the Conscience Layer?
The Conscience Layer is the supervisory boundary that evaluates a proposed action before it is treated as acceptable to advance.
Why an authorization boundary matters
An intelligent system can propose a fluent or confident response without establishing that the evidence is adequate, the action preserves choice, or foreseeable harm is acceptable. The Conscience Layer makes those questions explicit before action.
This is different from a generic safety dashboard because the boundary is part of the decision path, not merely a report generated after the fact.
How the layer works in the framework
The canonical architecture places context ingestion before truth, autonomy, and societal evaluation. The resulting ethical state constrains the available outcome: green may proceed under defined conditions, while uncertainty or conflict moves toward modification, clarification, review, or refusal.

Limitations and human authority
No software layer can establish moral certainty. Human reviewers retain responsibility for authority, contextual judgment, and consequential approvals; EthosGate does not claim to make those approvals automatically.
