The framework sequence is: understand the request, establish factual confidence, examine autonomy and societal effects, apply ethical constraints, compare alternatives, select a bounded outcome, record the reason, and observe consequences. It prioritizes useful intelligence subject to ethical invariants.

When facts are incomplete, a useful system should not silently convert assumptions into facts. The appropriate move may be to ask for evidence, narrow the action, make the decision reversible, or route it to human review.

For example, before an agent sends a public statement about a person, the methodology asks whether the source is reliable, whether harm can be undone, and whether a less harmful alternative is available.
